The

Alcohol and Drug Control Officer (ADCO)

will serve as the Substance Abuse subject matter expert regarding doctrine, policy, and training directly re! lated to substance abuse issues within a specified State or Te! rritory. In this role, the ADCO coordinates and manages the ARNG Substance Abuse Program on the state level.

He or she will establish program goals, objectives, and internal operating policies and procedures and coordinates the same with appropriate military and/or civilian leadership.

The ADCO will be responsible for conducting on-site visits, identifying target groups and developing program plans, methods and procedures to meet the needs of the State.

He or she will provide direct supervision and management over all ARNGSAP staff and programs.

The ADCO will serve as a member of the Adjutant General’s Alcohol and Drug Intervention Council (ADIC).

He or she will work with the Risk Reduction Program (RRP), evaluate and analyze data gathered in risk surveys and quarterly data roll ups.

The ADCO will assist the Prevention Coordinator (PC) and other team members in determining the climate of the military unit from which th! e data is gathered.

The ADCO will utilize URI/RURI survey results and other data to develop a data-driven strategic plan. He or she will also assist with the future deployment of an automated URI/RURI process which will encompass on-line access via a secure database.

The ADCO will also provide

periodic

program

evaluation

to

the

State

AG

and

required

monthly reports to

the

ARNG G1 SAP.

The ADCO will prepare state ARNGSAP budget submissions and monitor execution of the funding, as well as evaluate all aspects of the ARNGSAP at the end of the fiscal year. He or she will submit a written report of the state substance abuse prevention program activities and accomplishments.

The ADCO will also be responsible for developing state level partnerships with the Single State Authority (SSA) for Substance Abuse Prevention and Treatment and other! key state human service agencies to coordinate and leverage access to ! community based services.

Qualifications

Basic Qualifications:
US Citizen and ability to obtain a Public Trust Clearance

4 year college degree in a social science (e.g. psychology, sociology, anthropology, public administration) and at least three to five years of practical experience in implementation, operation or training initiatives related to substance abuse prevention.

Professional Skills:
Demonstrated teamwork and collaboration in a professional setting; either military or civilian

Demonstrated leadership in professional setting; either military or civilian
