Summary

This position is located in the Bureau of Global Talent Management, Office of Civil Service Talent Management, Career Development and Training Division (GTM/CSTM/CD). This Division provides the Department's expert advisors and program managers for career development activities for Civil Service (CS) employees. Coordinates external leadership/professional development programs, develops department-wide policies, programs and initiatives to facilitate talent development, training and mobility.

Duties

At the GS-12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

Provides expert programmatic advice and assistance to Civil Service Talent Development planning initiatives. Collaborates with external training providers to bring in new resources and ideas to support employee development.

Determines the applicability and effect of new/proposed legislation, departmental directives and other agency decisions on Bureau operations, Talent Development & managerial programs. Keeps up-to-date with industry trends and emerging best practices.

Analyzes management efficiency, processes, and styles to promote and improve organizational effectiveness and management initiatives; prepares comprehensive studies, analyses, and reports in support of advancing the development of our CS workforce.

Provides coaching and mentoring to employees on an individual basis to support their growth and development and works with employees to create individual development plans that align with their career goals and the needs of the organization.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience researching and analyzing talent development data and information related to operations, procedures, policies, and programs.
  • Experience evaluating the effectiveness of training and talent development programs and making recommendations for improvements.
  • Experience collaborating with stakeholders to identify the skills and competencies needed for various roles within the organization.

There is no substitute of education for specialized experience for the GS-12 position.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience implementing and monitoring training and talent development programs and providing advice to senior leadership on program improvements.
  • Experience managing and maintaining employee development reports and tracking progress towards development goals.
  • Experience creating and delivering presentations or training sessions to employees on topics related to professional development.

There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of training program techniques that focus on talent development initiatives.
  • Knowledge of, and skill in applying a wide range of qualitative and quantitative methods to develop processes and measurable indicators for maintaining, improving, and assessing program effectiveness and efficiency.
  • Ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
  • Ability to communicate in writing to develop policy, guidance, instructions, and reports of findings and recommendations.
