DUTIES:
Salary will be prorated based on part-time hours.
LOCATION: VAMC COLUMBIA, SC
The employee functions as a Phlebotomist in the Phlebotomy Section of Pathology and Laboratory Medicine Service. The duties include collecting blood samples using the vacutainer blood collection system or syringe with needle/butterfly when necessary. He/she follows established procedures of correctly identifying the patient and for the appropriate specimen to be drawn for the test requested. The employee collects urine samples for both routine and culture testing. He/she properly instructs patients in the collection and handling of the specimen to be collected and delivers the specimens to the appropriate accessing area for processing and testing. He/she must be able to recognize the particular urgency status for the test requested in order that the specimen is properly taken and processed. The employee properly attends to the patient after performing venipuncture to ensure that the puncture site is properly bandaged and that the patient is physically fit to leave. The employee is responsible for prioritizing their collection schedule to ensure that collection procedures are carried out in a timely manner and in consideration of the external factors that affect the collection process. The employee properly accessions all specimens collected by entering the order number, ascertaining that all of the correct tests as ordered were drawn, entering the time of the specimen collection, and affixing the computer label in the proper manner to the collection tube. The employee properly collects blood on non-routing (STAT) requests and delivers specimens to the proper area of the laboratory for processing.
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
Work Schedule: Saturday and Sunday 8:00 am - 4:30 pm. May occasionally be required to work 2nd or 3rd shifts.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
6 months of experience in (a) technical medical laboratory support work such performing Phlebotomy, laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
OR
Possess at least two (2) years above high school education with courses related to this position. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. A transcript or course listing must be submitted if you are basing all or part of your qualifications on education. See "How to Apply" for a description of a course listing. OR
Equivalent combination of experience and successfully completed above high school education as (stated above) to meet total experience. To calculate the combination of education and experience , determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Only education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level.

In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
Ability to perform a variety of clinical laboratory test procedures.
Knowledge of phlebotomy procedures.
Knowledge of laboratory policies procedures.
PHYSICAL REQUIREMENTS: The work involves bending over patients to perform phlebotomy, standing, walking, lifting of supplies, and moderate risks or discomforts associated with working in a clinical laboratory with regular and recurrent exposure to infectious patients, infectious specimens and materials, harmful chemicals, and electrical instruments. The incumbent must wear protective clothing and use such gear as gloves, face shields, eye protectors, work bench shields, biologic safety hoods and always follows safety guidelines and procedures. Heavy workload, non-routine (STAT) requests and unhappy patients add some stress arid pressure to the position.

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
