Job Description

I) Job Purpose

The Project Manager I will be responsible for the leadership and coordination of all phases of project lifecycle for the projects assigned. Projects may be major or minor enhancements, new technology, standard development, and/or process changes. The position requires well-developed project management skills to assure completion of projects as agreed upon, keeping in focus on time, on budget, on schedule, and within scope. The Project Manager is expected to cultivate and apply a broad range of business and personnel knowledge to effectively lead projects to completion.

The individual is expected to adhere to Project Management best practices, and adherence to appropriate change control processes (both project change control and IT Change Control).

The ideal candidate will have solid Project Management experience/skills and preferably, previous experience/background in managing IT projects (both software and hardware) is required. Experience in healthcare industry is desired.

II) Essential Functions

A) Direct and manage project from inception to delivery through post-implementation transition to Business/IT Support utilizing the project management methodology established by the IT Planning & Implementation department for MHMR of Tarrant County.

B) Define and manage project charter & scope, goals and deliverables that support business goals in collaboration with senior management, business analyst and stakeholders.

C) Develop full-scale project plans, project schedules and associated communication documents.

D) Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.

E) Liaise with project stakeholders consistently on an ongoing basis.

F) Estimate resources and participants needed to achieve a project goal.

G) Draft and submit budget proposals and recommend subsequent budget changes for projects where necessary.

H) Where required, negotiate with other department managers for the acquisition of required personnel from with the company.

I) Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary, during project cycle.

J) Set and continually manage project expectations with team members and other stakeholders.

K) Delegate tasks and responsibilities to appropriate personnel.

L) Identify and resolve issues and conflicts within the project team.

M) Identify and manage project dependencies and critical path.

N) Plan, schedule and track project timelines and milestones using appropriate tools.

O) Develop and deliver progress reports, proposals, requirements, documentation and presentations consistent with the IT Planning & Implementation methodology.

P) Determine the frequency and content of status reports from the project team, analyze results and troubleshoot problem areas.

Q) Proactively manage changes in project scope, identify potential crises and devise contingency plans.

R) Work with project sponsor and key stakeholder to define project success criteria.

S) Coach, mentor and motivate project team members to take positive action and accountability for their assigned work.

T) Build, develop and grow any business relationships vital to the success of the project.

U) Conduct project reviews and document successful and unsuccessful project elements to support the project improvement process.

V) Utilize best practices and tools for the project execution and management.

I) Understanding of software development lifecycle methods.

J) Understanding of agile/scrum project/development methodologies as well as traditional waterfall project methodology.

K) Must be able to plan and manage tasks to successfully to meet service level targets and project deadlines

L) Ability to multi-task.

M) Ability to work independently or as a team.

IV) Internal & External Customer Service

A) This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.

V) Travel

A) This position requires occasional overnight travel, up to 15% annually.

B) This position requires local travel of up to 35% in personal vehicle.

Job Requirements

VII) Minimum Qualifications

A) Minimum Education: Bachelor’s degree, preferred

B) Defined Education: Technology, Computer sciences, Management/Information systems, Business

C) Preferences: Previous experience in IT.

D) Substitutions: Experience can be substituted for education on a year for year basis.

E) Years’ Experience: 2+ years managing projects and/or programs.

F) Defined Experience: 2+ year experience in IT.

G) License/Certifications: None required, PMP, CSM or BA certifications desired.

H) Special Courses: n/a

I) Supervisory Experience: None required

VIII) Agency Requirements

A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

C) Assigned work hours may change as the needs of the agency change.

D) The Functional Title of this position may change as the needs of the agency change.

E) Prior approval from supervisor is required for all Paid Time Off (PTO).

F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.

G) Employment is at will, as well as agency needs may change.

H) Agency dress code is to be followed at all times.

I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.

All work will be complete within the scheduled work hours. All non-exempt (hourly) employee are expected to clock In and out for each work shift, no work done should be done off the clock.

Prior approval from supervisor is required for all Paid Time Off (PTO) and Overtime.
